City breaks with Ryanair can be booked via a number of different tour operators as a package, however, if you book directly with Ryanair, you can book your flight and hotel separately, using their relationship with Hotels.com (their current hotel partner at the time of writing). It's important to note that if doing it this way, your bookings will be separate and not one package, nor will it be ATOL protected. As such, you can still book a city break with Ryanair flights through brands like Expedia, lastminute.com and many others to top destinations like Berlin, Barcelona and Budapest.

With the hotel element, although booking on the 'Rooms' section of the official Ryanair website, the booking will actually be with Hotels.com as a completely separate booking (and confirmation number), so your city break isn't financially protected through the ABTA or ATOL scheme. If you do choose to book this way, you'll still have the option of upgrading your booking or potentially adding in things like breakfast when you do book.
If you choose to book through a third party tour operator, similarly, it will just be the basic flight (seat only) and hotel included within the cost of your booking.
